George W. Harkins (1810–1890), chief of the Choctaw tribe, wrote a letter in 1831 directed to the US goverment after the brutal removals of the Indians, that were sent to new homes in the West.  His latter was widespread all over the country as it appeared printed in many newspapers.

The tone of the letter was completely angry, aiming to provoke Americans who were despising the Choctaws with their actions. He described the Americans as evils who were legislating over the lives of the Choctaws without their permission or participation. He also aims that those who had  oppresed the Choctaws ended up feeling guilty. He keeps on questioning the legitimacy that the Americans believe have over all the land.

The correct answer here is the flashback. After the soldiers sent him over the bridge to hang we enter a flashback sequence where we find out how Peyton got to the point where we first meet him. We find out that he was tricked by a disgraced Union soldier and he interfered with the railroad and the punishment for that is death by hanging.
