3. B. they made more urban pleasing developments like city parks , fair grounds, playing parks for children so you could still feel like you got away from the city while still being in the city.

4. C. a push factor is a reason for people leaving the place that they live. so poor living conditions would want people to leave one city or place and move some where else .
