By passing the Occupational Disease Act it gave workers better and safer conditions to work in.  

By requiring overtime payment that workers can get money for the work they actually do, since they would work for more then 10 hours then not get paid.

Terrorism, as the name implies, is the act of trying to inflict terror on the opposition, usually for change. It relies on striking fear into the enemy. Traditional warfare does not rely on fear and it's goals are to destroy military targets and other things that are useful o the enemy (in total war).

President Johnson was not very concerned with Confederates. He also agreed with racism. While he was in office,discriminating laws were passed . Grant forgave Confederates but also wanted civil rights for black people. He passed laws that attacked the KKK.
