The fact that Penrod and Sam created their own Club gives them the priviledge of designing the rules. They were the only members, so they had the power of deciding who enter the Club or not. The behavior of George and Rodney, who were constantly forcing them in trouble with adults was reason enough for not accepting them in the Club. Besides that, the fact of the influence of George's father made Penrod and Sam request that they would pay for it. Finally they had the decision on their hands.
