The government bet on the patriotic discourse to appeal the emotion of the Americans of the time and asked for money to support part of the cost of war. People answered the call and bought war bonds but eventually, most of them sold their government bonds for less than they paid for them because they did not believe that after so much governmental expenditure the government was going to be able to pay its debt.
