I am 100% sure because the THESAURUS of implicitly, not definition (because this is english) means completely, absolutely, totally, etc. 

Also, the question states that 'implicitly argues that people need to think independently and QUESTION authority?" So, B is the only option that demonstrates that people need think independently. Plus, its the only option that has a QUESTION MARK!
