Adams was a Federalist, or strong Federal Government. Jefferson was an anti Federalist, or states rights. But Jefferson did practice federalism policies during his term. Adams never owned slaves and his parents were deeply opposed to slavery.

- Foreign policy-making (or foreign relations), also regulates behavior that could have an international consequence. For example, it could be a business that contaminates the environment.
