The “summer soldier” quote is from The American Crisis, and I believe he meant that the summer soldiers are only patriots when it's easy to be, but the winter soldier is a true soldier for the cause. ... Like the real Winter Soldiers of Vietnam, Bucky owns his past, but knows it doesn't define him.
He just wanted a quick way to get out of a situation so he blinds him because he feared for his life and didn't really want to kill he would rather escape.
