Drivers Ed differs from state to state so I’m not sure the rules exactly from wherever you are but I’d recommend to do it at 14 because once you pass, most state will then issue you a driving permit that you must have for a few months before giving you a license but if you get that at 14, you don’t have to wait as long to get an actual license.
