You also seemed a bit confused about the rights part, so let me make up a random example. Lets say that the constitution doesn't say that...the federal government can put limits on cheese. Because this power isn't listed as a federal, then the power to determine what cheese is legal goes to the states. Sorry if you like cheddar, I guess :( If you wanted a serious example though, the rights to drug regulation isn't exactly mentioned as a federal power, hence why florida has legal marijuana and other states dont!
