-cratic means "a type of government". So, we know that "autocratic" is a type of government.

We also know that "auto" means "self". If you put "auto" and "cratic" together, you get a "self type of government".

So, in the reading, we can say that "autocratic" is a rule where only one person carries all the power in the government, like a dictatorship. We can also tell that an autocracy is a negative thing, as people are afraid of the government and there is political unrest.
