The kids in this story were all hunted down and killed by the general and the general mentions this because the world is for the strong, the kids in this case were strong but eventually they gave in and the other strong (The general) who found the kids and killed them relates to the second part which states to be taken by the strong. So the genral argues with rainford before rainford gets hunted down in the jungle.
