The McCarthy Era was one of great paranoia in the UN regarding Communism and its spread. Thousands of false accusations were made and people were detained for no reason.
They could not keep up economically. In other words Germany ran out of money.
In 1947, President Harry S. Truman pledged that the United States would help any nation resist communism in order to prevent its spread. His policy of containment is known as the Truman Doctrine.
The answer is to establish rules that a government must follow
