A treaty is an international law agreement signed between actors on the international law (mainly sovereign nations and international organizations).

When two countries sign a treaty, the execution of that is stated to be interpreted "in good faith" by the Vienna Convention.

However, if a modern treaty is signed between two countries and it is registered within the United Nation it is possible to appeal to the International Court of Justice, which is the judiciary organ of the United Nation.

According to the Supremacy Clause of Article 6 in the United States Constitution, if a state law goes against the Constitution, then the state law would be overturned and made null and void. All the laws that are passed by the Federal government would be treated as Supreme law of the land. It is globally accepted in the United States that the Constitution is the ultimate and supreme in regards to the laws of the land. The laws made by the federal Government would be treated as supreme unless it violates the rules laid down by the Constitution of United States.
