In 10 years men outnumbered women by 534 members to 57 on committees of primary feminine concern. At times the balance was utterly irrational. Matrimonial proceedings, for instance, 11 men to one woman; disablement pensions, 12 men to no women. Even on the new Regional Economic Planning Councils only four of the 300 members are women.
