The system was designed so that every step of the manufacturing process was done under one roof and the work was performed by young adult women instead of children or young men.

- Issuing professional licenses
- Establishing local governments

<h3>Concurrent Powers</h3>
Concurrent powers refers to those powers which are jointly exercised by both the federal and the state governments. None of the two levels of government has exclusive right to exercise these powers.
Some concurrent powers include;
- The power to tax
- The power to build roads
- The power to create lower courts.
