part A)
[scale]=[model height]/[actual height]
[scale]=[4 in]/[2 ft]=2 in/ft
that means
(2 in) in the model is -------------> (1 ft) in the actual

part B) 
[actual height]=16 ft     [model height]=?    [scale]=2 in/ft

[scale]=[model]/[actual height]
[model height]=[scale]*[actual height]
[model height]=[2]*[16]=32 in
the answer part B) is 32 in
