It was isolationist.  The Americans were in the midst of rebuilding their economy that was now improving after the Great Depression and the effects of World War II.  Many did not want to go to another war but after witnessing the atrocities committed by the Axis powers in Europe and Asia, they realize that it would only be a matter of time before they would be involved in the war.  When the Japanese bombed Pearl Harbor the U.S. officially joined the war on the side of the allies.

<u>When President Roosevelt joined the office as the president of the United States in 1933, his main concern was to bring the American economy back on track which was going through the great depression.</u> Despite this, President Roosevelt always kept his eye on foreign affairs. He was a believer in strong and good international relations and always thought that having good relations with neighboring countries will solve almost half of American domestic issues. He believed that great depression could come to end by strengthening ties with foreign traders and foreign markets instead of weakening them. During the period of the 1930s, the United States entered the period of deep isolationism as it started rejecting international conferences and they focused mostly on tariff agreements along with smaller countries of Latin America. The American isolationists advocated of noninvolvement in European and Asian conflicts. <u>Although, United States took various measures in order to avoid political and military conflicts internationally as it continued to expand economically to protect its interests in Latin America</u>. Cold War concerns about the containment of communism were a priority for President Dwight Eisenhower, who had been a prominent military general before becoming president.  His concerns for increasing and strengthening America's national security gave impetus to the plan to create an interstate highway system.

Eisenhower, the former general, had seen how Germany's Autobahn system of highways had been an asset to their strength.  He came to see highways as an important part of our country's national defense.  When Eisenhower gave a speech to Congress in 1955, to promote the building of a federal highway system, he listed safety on the roads and economic advantages as strong reasons for the huge project. But he also listed a national security reason, saying:  "In case of an atomic attack on our key cities, the road net must permit quick evacuation of target areas, mobilization of defense forces and maintenance of every essential economic function. But the present system in critical areas would be the breeder of a deadly congestion within hours of an attack" (Special Message to the Congress Regarding a National Highway Program, <span>February 22, 1955).
