The Portuguese did not have access to much of Latin and North America because they were limited by the Treaty of Tordesillas.

The Treaty of Tordesillas:

Was signed by Spain and Portugal

Was sanctioned by the Pope

Divided the Americas between the two countries

The treaty effectively limited Portugal to Brazil and allowed Spain to take over other parts of Latin America and North America. As the British and the French were not party to the treaty, they simply took land in North America.

In conclusion, the Portuguese did not have access to much of Latin America and North America because of the Treaty of Tordesillas.

It didn't have an executive branch, so they couldn't enforce/carry out laws. They didn't have a judicial branch, so they couldn't settle disputes between states. Also, they weakened the federal government by not allowing them to control taxes. The state government didn't have anyone to check on them, so they had high taxes. This caused a rebellion. This made government officials realize that they needed a stronger federal government. They then made the constitution
