Para el comunitarismo, la ciudadanía es el conjunto de miembros que componen una sociedad, y estos, en comunidad, son merecedores de compartir los bienes que el Estado les provee.

La idea de una convivencia comunitaria entre los ciudadanos es la base del comunitarismo que desea estrechar los lazos sociales para lograr la cohesión moral y fortalecer la identidad nacionalista entre sus miembros.

Por el contrario, en el caso del Liberalismo, este entiende a la ciudadanía como miembros de la sociedad que deben respetar el orden establecido por el Estado y sus instituciones y leyes, emanadas por un gobierno constituido.
