Congress had long struggled to maintain an equal balance between slave and free state. As a result it would take six years for Congress to act on Florida's wish. Congress had to wait until another territory was ready to become a free state.

Germany and Austria-Hungary were both affected negatively. Germany had to get tod of their air force and cut their armies down to just 100,000 men, and both Germany and Austria-Hungary, already in debt, had to pay America for the war with money that they didn't have.

Simply, through the Treaty of Paris, the United States got all the remaining countries colonized by the Spanish empire.</span>
