Answer:

Electric energy is all about seperation of opposite charges and bringing similar charges together. This is a potential energy which has to do with the Coulomb force.

Electromagnetic energy is energy in an electromagnetic wave, thus it is not associated with any particular charge it is in the oscillating fields themselves (Electric and Magnetic fields). The electromagnetic waves have a relatively simple expression for energy if the wave is harmonic, that is a particular frequency. Since harmonic waves are a complete set any wave can be decomposed to the harmonic frequencies that make it (Fourier transform).
