Answer:

Liberalization (British English) is a broad term that refers to the practice of making laws, systems, or opinions less severe, usually in the sense of eliminating certain government regulations or restrictions. The term is used most often in relation to economics, where it refers to economic liberalization, the removal or reduction of restrictions placed upon (a particular sphere of) economic activity. However, liberalization can also be used as a synonym for decriminalization or legalization (the act of making something legal after it used to be illegal)

Currently it has killed more than a thousand in the U.S and more than a million in the world, as it still portray threat of killing more, if a proper response is not given to it. The only way the U.S can counter this threat of lossing more of it's citizens to this virus, it to build a separate mass hospital that will be far from the city, where this disease will be combatted. Even as social distancing is very important, and keeping all the rules from the WHO. This separated hospital can be seen as a battle ground, for the U.S and this will help to keep the citizens in the city free.
