move x to other side

y=-2x+2

slope: -2

Pepindicular lines have negative reciprical slopes, so

-2 ---- 1/2

using point slope

y-3=1/2(x-2)

simplify

y-3=1/2x-1

move three to other side

y=1/2x-1+3

y=1/2x+2
