Absolute monarchs have "absolute" power, so the answer is false.  An absolute monarchy was ruled by one person, versus a monarchy which had one person at the head of the monarchy (group in charge).  So if one was an absolute monarch, they had complete say over the rules and everything that happened in their monarchy.   King Louis XIII (8th) was a famous absolute monarch.
