2013: (2.9 - 1.5) / 2.5% = 0.56%

2014: (7.2 - 4.4) / 2.5% = 1.12%

2015: (6.1 - 2.8) / 2.5% = 1.32

2016: (8.3 - 5.4) / 2.5 = 1.16

2017: (8.8 - 6.7) / 2.5 = 0.84
