Hazel is Harrison's mother in the dystopian story "Harrison Bergeron." She lives in the US, but the government in the story has become extremely intrusive, forcing people to wear handicaps in order to make everyone equal - or equally average.

Hazel is an average woman of average intelligence, which is why she thinks she would make a good Handicapper General. Shes says, "Who knows better than I do what normal is?"
