Explanation:

On March 16, 1935 Adolf Hitler reintroduced conscription - also known as a draft, unto Germany. This was permitted by article 12a which stated that all men who reach the age of 18 are required to serve. Women were exempt from this law, but were permitted to do volunteer service as well as serve as nurses. After WW1, the German army was reduced to 100,000 voluntary troops. This new law rose that number to 550,000 and the formerly called Reichswehr of the Weimar Republic was now known as the Wehrmacht. By the end of the war more than 17 million soldiers served in the Wehrmacht before the organization was disbanded by allied forces.

It was revealed that the The Slavs had their own agenda and wanted to stray from the pan-Slavic ambitions and this was seen as a rebellion. They also wanted to annex themselves from Austria/Hungary.  To capture control, by either party, would upset the balance of power in Europe and defeat the purpose of a Dual Monarchy.
