The people’s loyalty is predicated on wealth accumulation, which will be difficult to sustain. A sputtering economy, widespread environmental pollution, rampant corruption and soaring inequality have all fed public anxieties about Xi’s ability to continue fulfilling the prosperity-for-loyalty bargain.
