Article one of the Constitution talks about the "Legislative branch" or option A. The legislative branch is in charge of things like declaring war, granting money for different aspects for the government to use, but most importantly it is in charge of creating laws. So, Article one of the Constitution is setting the rules for the Legislative branch to ensure that branch doesn't gain too much power and to restrict it FROM gaining too much power.
