It made political leaders truly think about who they let into their "inner circle" in a way. Because Clemenceau hated Germany and just wanted them to pay no nice conversation just cold heartless payback. And he even got France to back him up in the same thought.

Explanation: The basic gist is this just made the leaders of countries think a little harder about who they allowed in and if they allowed anyone in, they truly had to be sure they knew who they were messing with.
