Nixon is actually using pathos because the American audience sympathizes with him and his struggles. He has made things work- so he should be the one to fix it.

Nixon is explaining that everything is on the government. The government knows how to solve problems, and Americans should not be involved.

Nixon is using logos by explaining that while they have made excellent changes, they still need to move forward. But because they have been successful, they know how to continue to do so.
