Answer: Water Molecules have a strong connection to each other, even sometimes when dropping a stick they will get attracted to the stick with water on it. But sometimes with the force of the stick, the water Molecules will also REPEL away from the stick falling in the water. wich makes a splash.

I don't know how I explained it this is what I understood from an article anyways Good Luck.

Why does it work? Water molecules have a strong attraction for each other. This force is strong enough to make the water move towards the water on the toothpick. But when you dip the toothpick into dish soap, the water water is repelled, not attracted, so the water bubble bursts as it tries to move away
