The Articles of Confederation were created weak purposely because the colonies had just got out of war with Great Britain who has a very strong government and the colonies did want a strong government like Great Britain. The Articles were also created to unite the colonies.
The best option from the list would be that "<span>It had to be ratified by at least nine states," since the whole point of the new Constitution was to establish a stronger union between the states. </span>
