The Soviet Union did this because they wanted to rebuild and expand their country after massive destruction and loss of life during the war. Essentially this aggressive expansion and annexing of these countries made the world realize that the Soviets were a massive threat to the world even though they were allies during WWII. the effects were that people who lived in the hotter parts were more suited and were used as slaves and workers. Also the people that were less suited to the heat were kept indoors. In most cases the only people who had less possibilities in the sun were rulers and upper class.
