In what circumstances would you use "Qui est-ce" over "Qui est", or vice versa? Are they interchangeable expressions?

You can use either. “Qui est-ce” means literally “who is that” and “qui est” means “who is”.

Qui est is usually used when asking who is someone/person.

Qui est-ce is usually used when asking for either a person/thing.
