The reason why transportation was used as a form of punishment is because it removed the person from society, mostly permanently, but was seen as more merciful than capital punishment.

Explanation:

It was also used to banish or deport criminals to some faraway place.

Most people did not have access to transportation, that way if you got transported somewhere else, you could never come back.
