It was a policy adapted by the British government prior to WW2. Britain and her prime minister (Neville Chamberlin) sought any solution that would keep Britain out of a war with Germany. Hitler was not so anxious to have peace.

Appeasement was developed as a policy of turning the government of a stated country over to Hitler in return for peace. Of course, Hitler had no intention of honoring such a treaty. Britain finally drew a line in the sand when she said "If you invade Poland, that's it. It means war." Hitler invaded Poland and it was war.

The purpose of the Enforcement Acts was to implement and extend the fundamental guarantees of the Constitution to all citizens and protect African Americans from violence perpetrated by the Ku Klux Klan (KKK). The Enforcement Acts are therefore also referred to as the 1871 Civil Rights Act or the Ku Klux Klan Act.
