It was a policy adapted by the British government prior to WW2. Britain and her prime minister (Neville Chamberlin) sought any solution that would keep Britain out of a war with Germany. Hitler was not so anxious to have peace.

Appeasement was developed as a policy of turning the government of a stated country over to Hitler in return for peace. Of course, Hitler had no intention of honoring such a treaty. Britain finally drew a line in the sand when she said "If you invade Poland, that's it. It means war." Hitler invaded Poland and it was war.

I would say no because if we look at economics, it is REALLY expensive to maintain a large country (this case empire) because there would simply be too many people to manage for one governing body (so I would presume a governing body and not a dictatorship). Is an "American Empire" the face of globalization? No.
