They were effective to a point.

On the occasion when they did hit a ship, the damage inflicted sometimes was severe.

Look at how many carriers that were damaged bad enough to have to return to port for repairs for example Bunker hill.

<span> But of course the Japanese lost hordes of aircraft and pilots for no gain, so its hard to say it was a success

They didn't need to be. They had everything from guns to aircraft. They had everything they needed. They just didn't plan it out in a way causing it not to work.
