A semi-formal letter should:

have the date of the letter below your address
start with a salutation such as "Dear Mr. Ricky,"
have a subject that says: How to use tools of Web Design
have an introduction that is not too informal or formal either. E.g. "This letter is to educate you on how to use the three tools of web design namely..:"
have a body that is clear, and specific. Remember your intention is simply to educate and inform. Nothing too long or fancy.
have a great closing. You may use "Best wishes" "or "Best Regards" since this is a semi-informal letter.
The last item should be your name and your signature. Your signature should come before your name.
