Step-by-step explanation: I believe what's tripping you up is the fact that there are 6 digits in the number 604,375, and there are only 5 numbers to write out the actual number in equation form.  The number in between 6 and 4 doesn't count, because if you write it out, it makes 00,000, so there's no point in adding 00,000 when it won't change the equation if you add it.

The question is asking to split the number and write out the digits from the greatest to the least amount of digits.  For example, we're given 4,000, 300, and 5, which each are part of the number 604,375.  600,000 is the answer to the first blank and the blank between 300 and 5 is 70.
