Because the it does not explain what she is doing on her phone or who is texting on the phone. It would be a sentence if it said, "She is texting on her phone." Then it would be a sentence.
I haven't learned too much about fragments, so don't take my word, but I'm pretty sure a fragment is something short and out of the blue like that. I hope that helps. Good luck!
