b) I'm not sure; but if I had to make an educated guess then the equivalents would be 3 1/2, 4, 7, 5, 5 1/2, 6 1/2, and 4 1/2

c) Part to whole comparison: There are only 2 5s out of the entire set of 16 elements

Part to part comparison: There are 2 5s and 2 7s; same amount
