If you are talking about the one about 1849 it is because they had the plantations and they hadn't gone crazy in with the gold rush. If you are talking about the one of 1929 it is because they kept focused on manufacturing and they on their crop and everyone needed cotton more or less so they couldn't lose money. Also, Georgia is one of the best places to produce silk and wine so everyone was crazy about it so they always sold silk and wine also.

I believe Jefferson feared that one country will harm United States because France already sold all of their North American territory, and if they were also to sell New Orleans and Louisiana, the new nation won't have a stand against these possible harms.
Through the Louisiana purchase, Jefferson has taken the opportunity to make America larger, even if it meant going against his republican principles of small government (some would say he exceeded his constitutional power by accepting the deal on his own).
