This is defined as an aggressive and violent act against a person or place. Zacarias Moussaoui attended a flight training lessons at Minnesota and exhibited odd behavior which was why he was reported to the FBI.

The FBI and other appropriate bodies however failed to prevent the attack as they weren't able to secure the required warrant due to negligence so as to enable them search him and his belongings.
