The major downfall of the Articles of Confederation was simply weakness. The federal government, under the Articles, was too weak to enforce their laws and therefore had no power. The Continental Congress had borrowed money to fight the Revolutionary War and could not repay their debts.
If the citizens were not required, no one may want to. On jury, you may have a case that may take a long time and you may end up sentencing someone to death. It is likely if citizens were not required that no one would want to volunteer.

The Chavin civilization also inhabited arid and extensive coastal areas that required ample and complex irrigation systems, hence the importance of saving and transporting water.
