1.Tribal governments are sovereign governments that operate apart from state or federal governments. The tribal governments of 566 nations preside over the legal lives of tribal citizens in 35 states.

2.Tribal sovereignty refers to the right of American Indians and Alaska Natives to govern themselves. The U.S. Constitution recognizes Indian tribes as distinct governments and they have, with a few exceptions, the same powers as federal and state governments to regulate their internal affairs.

3.In many treaties, the federal government agreed to guarantee education, health care, housing, and other services to Indian tribes. The United States also agreed to manage and protect Indian tribes' resources, such as lands and timber.

Delegated powers are those which the US Constitution specifically assigns to the federal government.  Reserved powers are those which are reserved for the states -- which ultimately means any powers not specifically granted to the federal government in the Constitution.  Any laws and powers exercised by the states still must be in accord with what is stated in the US Constitution, however.

The idea of powers reserved to the states, as opposed to those delegated to the federal government,  is stated in the 10th Amendment of the Constitution:  "The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people."
