Answer: The difference between the two is how they are being targeted

Explanation: In pogrom, it is an act of rioting or performing persecution on an ethic or religious group. Pogrom usually happens with the jews; but it can also happen to any other religion in the world.

In genocide, it is an act of exterminating a ethic group or race; meaning that acts of murder and pillage are usually involved. While pogrom can occur in a group during a riot, genocide can occur anywhere and everywhere; having the ability to kill millions of people.
