If we observe denominator , it is multiplied by 4

So we must multiple numerator by 4 too

=> 1/3 x 4/4 = 4/12

So the area of the new window will be = x^2 + 5x + 6

As given in question the area of 30 square feet for the new window, hence

x^2 + 5x + 6 = 30
