            Slope of line = \frac{-3-(-1)}{2- (-1)}   = \frac{-2}{3}

 Equation of a straight line;

                  y  = mx + c;

      c is the y-axis intercept;

       From  (2, 3);

        y = 3 and x = 2; m = \frac{-2}{3}

     3 = \frac{-2}{3} x 2 + C

     3 = -\frac{4}{3} + C

       C = \frac{13}{3}

 So the equation of the line is;

               y = \frac{-2}{3}  x  + \frac{13}{3}

 Multiply through by 3;

              3y = -2x + 13

The equation of the line is 3y = -2x + 13
